Spend the endowment locally and local expansion slows. Spend enough of it and the slowing turns over: galaxies drift together, light arrives blueshifted instead of redshifted, and the sky develops an unmistakable wrongness. It is the clearest diagnostic of a dying segment — and it is a symptom of depletion, not some separate cosmic contraction.
