A Geneva oversight aide attached to Undersecretary Mercer's delegation aboard ISV Endurance. The civilian who tries to invoke the protocol annex to stand at the captain's shoulder for the traversal, and gets handled — first by Sloane (flatly), then by Vance (warmly) — and sent to the well rail. Survives the catastrophe (at the bridge well rail, not in the lost aft modules); by he is Mercer's working aide — carrying the now-dark tablet, relaying the delegation's questions, fetching Sloane's deck status. Mercer tells him to drop the "Undersecretary" honorific in the wardroom: "Mercer will do."
