Colony-born, serving the Combine's security arm — the colonist-vs-Combine fracture embodied in one person. Not stupid and not corrupt: settlements depend on the catcher and Geneva has a history of using "safety inspections" for political leverage, so she has honest reason to distrust Lodestar. She is right about something Cross is ignoring. Her eventual choice to disobey her own orders and join the distributed catch comes from a conflict established inside her, not a sudden conversion.
