Contact Oversight Protocol CW3-2155-001

1 · DIRECTIVE

Effective from time of filing, the Contact Intelligence Division places the situation at CW3 (Colony Eirún) under formal contact-oversight status for a non-renewable period of 68 (sixty-eight) hours. During this period:

• All scheduled commercial data-share transfers from the colony to external parties (including SNG, ISNA, ISA-Survey) are suspended.
• Vessel command at the contact site is to maintain on-station observation. No traversal action is to be initiated without ISA-CID concurrence.
• All contact-protocol communication generated by colony exobiologist Dr. Tomas Wright (New Orleans, USA) is to be archived under ISA-CID handling, not under standard mission archive.
• SNG's standing data-share request, dated 2154, is recorded as received, under review, and not actioned within the 68-hour window.

2 · BASIS

The Division has been informed by NV Erika Magnusdóttir's Second Navigator of the existence of a developing signal-layer contact, managed by the colony under a four-year mathematical bootstrap protocol designed by Dr. Wright. The contact has not previously been reported to ISA-CID through institutional channels. The Division considers it consistent with its mandate to verify the integrity of the protocol before any external data exposure proceeds.

3 · ROUTING

One (1) institutional notification is to be routed to NV Erika Magnusdóttir's First Navigator with the routing flag:

No mission action is required of the First Navigator on the basis of this notification. The institutional record will reflect the standard course.

4 · EXPIRY

At T+68 hours, the Division will issue follow-on guidance. The colony's contact protocol will, by that point, have been reviewed by Division specialists. SNG's data-share request will be re-actioned, or not, on the basis of that review.
