Grown out of the old commercial navigation group by corporatisation and consolidation, and headquartered on the frontier rather than at home. It holds most commercial traversal licences and owns the colony supply chains, which makes it less a haulier than a government that happens to sell freight. Senior officers have seen the cost in their own commercial logs for years and buried it, because admitting it would destroy the value of the licences.
