Drafted in 2127 and cited ever after simply as the Charter. It ruled out violence explicitly, on the grounds that the movement's moral claim depended on not reproducing the institutional violence it opposed. The doctrine that follows is act against hardware, never against persons — and canon is precise about the gap that leaves: a doctrine which targets the ship has not promised the safety of the people aboard it.
