Directorate Order 2192/07-G-441 created the grade of Captain for exploration-class command, effective at Marcus Cole's acceptance signature on Day 19 of the Resolute's first deployment. Before it, chair-holders were Commanders. The same body also runs the compartment that holds the Brief — it is one organisation, not two, and crews refer to it simply as the Operations Directorate.
