Commanding the Earth garrison at the Cairn (The Cairn).
Commands the largest single national contingent. Retains Earth's internal chain; operates under Compact protocols and the joint-security mandate while defending the station. She can obstruct, threaten withdrawal, reinterpret national obligations and appeal to Geneva in real time. She cannot legally declare herself commander of the Cairn, and never tries. the character note that matters. She is a pragmatist, not a hardliner — and that is worse for Corrigan. She is reasonable. Her objections are sound. Every sound objection costs hours, and people die inside the hours. She is never an obstructionist villain and never wrong on the merits. A draft that makes her an antagonist has failed.
