The dominant problem: preserve one time-bounded industrial/refugee transfer window while conjunction debris progressively makes normal staging geometry unsafe. Tug delta-v, radiator exposure, berth pressure and shelter volume are the currency. Book 4 chapter 18: she refuses privileged extraction because abandoning the volatile and habitat works would close the window for other people. Book 4 chapter 25: she spends tug delta-v, berth capacity and radiator margin to keep the final window open long enough for refugees and essential material to move, and accepts that some infrastructure must be abandoned without accepting that local people are disposable.
