She makes the distributed-cache argument from below, and she is right. Asks Brooks for a fortnight of food and water held in the children's volume, on a shelf where Benton can see it. Her reason is not scarcity: "It's about a child asking a question that an adult can't answer, twice a week, for a month." Brooks grants it, puts the list on the wall with Grant's name at the bottom, and makes the fortnight a floor to be reported the same day it is breached.
