The Joint-Security Commander, the Cairn (The Cairn).
Appointed by agreement of the security-contributing parties. Multilateral by construction: no single party holds a majority of the command staff, and Earth is the largest contributor without commanding it (that is Espinoza, a power and not a branch). - Under a declaration he commands the defence. He does not declare — that is the civil executive's act. - He cannot seal a civilian sector on his own hand. The two-of-three gate binds him exactly as it binds Corrigan, and he treats that as ordinary rather than as an insult. - He accepts the Warden's veto without a fight. Nothing is done to an anchor chain except over the Warden's hand, emergency or not, and he waits on the answer.
