What she offers instead is procedural permanence: lodging the matter and getting it listed, after which no office can close it — a person has to close it in front of another person, with reasons, and the reasons go on the record. She writes her own name, her office and a reference on the corner of the page, so the thread is traceable to her and not to a building.
