The embarked authority on Fettle. Fettle is MV — a tender with tools in her. NOT RV: she authenticates nothing. What Straum's certification does and does not reach on a hull that authenticates nothing is OPEN and load-bearing — rule it before any prose. She is a working example of the programme's binding constraint: "Every additional embarked authority is somebody the Cairn certified in a hurry, or somebody it did not certify at all." Straum is the second kind, and it is a fact about the programme, not a fault in her.
