Highreach — General Plan

Everything arrives here and everything is argued about here. Highreach is the front door of a civilisation that has, for two generations, had more or less everything it wants — and of a homeworld that half the reachable universe blames, with cause. Expeditions leave from the core and come back to it through a cheering market ring. Findings travel the other way, inward, and are handled properly.
