Mercer Yards — Build Sequence, Mercer-Class

Two generations of seam-power turned Mars into the system's great spaceport, and the yards above it into the place survey ships come from. They are named for an undersecretary who never wanted a command, took one because there was nobody else, and brought a ruined ship home the long way — which is a strange thing to name a shipyard after, and exactly the right one.
