A name on Yoss's danger list, Who Gets to Answer, chapter 14.
She is the hardest entry on the list and the reason the list works. A returning claimant's mother, with a paper somewhere that says so — and against her, the woman who actually raised the boy, who has no standing to be heard about it at all. On paper Sarraf has the better claim by a distance. She would not be wrong. Function: the danger the new rule creates is not that bad people will use it. It is that sympathetic people will, correctly, and somebody blameless will lose a child to a document. Corrigan reads her line twice, and the second time with his mouth shut and one hand at the back of his neck, and the joking stops.
