His case, and it is correct: 37,400 people, 41,000 certified capacity, ninety-one per cent, 23 sectors, nine signatory parties — governed by parties who have never lived here. He says the ugly half himself before anyone can say it for him: he wants a seat. "If there's a body I intend to sit in it." He is right and he is ambitious, and the book never resolves that into one or the other. Voice: writes letters so correct the clerk reads them twice looking for the trap. Puts a hand flat on the table's end. Concedes a fair question without spin — "That's a fair question and I haven't got the answer to it here."
