Senior civil registrar of the Cairn, and therefore — from the hundred and ninth day of 2330, by office and not by anybody's appointment — the station's first Civil Status Officer. The distinction is the whole point: the statute vests the authority in the post, so nobody chose him and nobody could have. He holds the counter until it passes to somebody else, and hands over an office without ceremony, which on this station is the ordinary way that power moves.

Eleven years of unglamorous work and no appetite whatever for the moment history has handed him. He would rather this had gone to somebody else and says so once, mildly, to nobody in particular. He then does it correctly. He is not a hero and not an obstacle. He is the man the law happened to name.
