The fix that actually works in chapter 2 is not the panel's advice. It is Corrigan telling a representative which clerk to catch before her break — and the clerk is Ivrit. That is the chapter's whole argument in one name: the panel gets an apportionment exactly right in twenty minutes and binds nobody; a person who knows which counter to stand at before the interval gets the thing done.
