In chapter 02 he holds two rooms off the book for an absent rigger and lets them to a constituent as a private sublet — no placement, no paper. It is a real favour, taking a real risk, for Ester Kade, because she asked. Nobody remarks on it. Kade tells Milek not to tell the housing office. He is not a plot device and he is not corrupt. He is a competent clerk who solves a housing problem in twenty minutes that the executive has not solved in six weeks — which is exactly why the network is dangerous and exactly why nobody wants to give it up. Book 5 inherits him.
