Commands the largest single national contingent — 400 troops, raised by the Geneva hearing to an establishment of 900 with a mandate widened to protection of Compact infrastructure. Only 240 actually arrive in-book (`FACTIONS §10` GUARD: Earth's voice is instant, its hand is slow). The bind is the whole character. He will not police a labour dispute. He will absolutely protect a plant. The difference between those two things is decided by whoever moves first, and he says so plainly, to Corrigan and to the record. He is not threatening anyone; he is telling the truth about a mandate he did not write. In his troops move cargo under a mandate that just about covers it if nobody says it aloud.
