Escalates twice. Both times he attempts a controlled interruption of a system, and a concealed defect — one social, one physical — turns it into catastrophe. Neither act is meant to hurt anyone, and both are meant to force an inspection or a halt. CULPABILITY — the book's position, and it is the hard one: His sabotage precipitated the deaths; their fraud determined the scale. Neither act alone would have killed anyone, and neither actor can be removed from the deaths. The irony is the engine and is never stated on the page: the inspection he was trying to force is the one thing that would have found the fraud in time.
