EARTH INFLUENCE IN Book 3 HAS A face, and it is lawful and public. Abadi reads out Duarte's published committee paper — representation, and the reservation on recognising Cairn-created status. That reservation is the live threat: a status this station invents may simply not be honoured anywhere else. On the nine: six of the nine founding signatory parties sit; three declined.
