Environmental branch wrote it when the Ring Four plating went in. The sector’s claims-desk rep signed it every quarter after that, and ran the drill on it himself in the spring. The last line of the page:
Loss of primary polishing: isolate at bloc boundaries (nine); local reserve, nine hours; recourse — transfer to the emergency isolation set at the ring spine, by standing arrangement with station environmental.
Nine boundaries. Nine hours. Then the transfer — the one door out of a sealed sector’s arithmetic, held by standing arrangement.
In the founding fortnight the emergency isolation set was committed to the anomalous return, and the standing arrangement stopped existing. The safety case on the page stayed as printed. Four days passed before the rep learned it — because a food engineer queried the certification file, and his office was copied on environmental branch traffic touching that set. Eleven hundred people had been walking around inside a safety case that had stopped being true, and the man who had signed it every quarter found out by accident.
What he asked for was not the set back. He asked for a hearing — the cost said out loud, in a room, with his sector’s name in it and his own under it, the number not smoothed, not averaged, and not delivered by somebody upstairs explaining that the risk was acceptable. If my sector’s paying, my sector hears the price from whoever set it.
The amendment
The wording the feedstock engineer gave the Administrator, flat, for the instrument that followed:
Amend the Ring Four blocs’ contingency schedule to strike the recourse line, because it won’t be true.
The line was struck. For ninety days minimum the schedule read nine boundaries, nine hours, and nothing after the dash. The domestic respiratory rigs in the sector — the ones people keep in a cupboard because their mother had a chest — run forty minutes on a cartridge; twenty, realistically, if it has been in a cupboard. The plant supervisor started a list of which quarters had one, because those were the doors you knock first when there is nowhere to walk to. He had never had to make that list before. He had always had somewhere to walk to.
