Four drafts at a small table, each shorter than the last

Representation 4471-R-1

A page and a half, mostly reference numbers, correct to the last stroke and gutted on purpose — written by striking everything that could not be sourced from outside the classification, then everything true but unprovable. It stopped a programme for nine working days. What it bought, what it cost, and the sentence its author started writing the evening the matter was closed.

The method, as the drafts record it: write everything; strike whatever cannot be sourced from outside the wall; strike whatever is true but unprovable, because one unprovable sentence teaches a reader how to weigh all the provable ones. Four drafts, each shorter. What survived two passes of that was the representation:

The undersigned, an employee of the installation, represents that assets of the 4471 series are being returned to service on a calendar materially shorter than the countersigned requalification estimates at references M-4 through M-17, and that the difference constitutes a risk to personnel; the commission is asked to satisfy itself as to how the difference is being absorbed.

No person named. No event. No purpose. Half the page is reference numbers pointing at documents the author was no longer permitted to read — fourteen condition reports written in her own hand across the wind-down, countersigned, each carrying the cost of ever bringing its system back.

The other half is the settlement, which no order could classify: charter rotations up from Tromsø twice a week where the wind-down had run one a month; beds in a reopened accommodation block; contractor crews recalled in May, invoiced — the settlement said — for putting back the copper they had spent the winter pulling out. None of it secret. All of it countable. Set the visible calendar against the countersigned weeks and the two would not reconcile.

What it did

The commission answered inside a fortnight. An interim direction to the programme — no new energisation of 4471-series assets pending the commission’s finding — and a hearing: in person, bounded, one appearance, no basis disclosed for any question the order restricted. The witness brought nothing she could not put on the table.

The finding, one sheet, over the commission’s stamp:

The commission finds the representation to have been made in good faith and to be materially founded. The operating programme has elected to retain its calendar and to consolidate its remaining integration exercises within it; the consolidation, with reasons, stands disclosed to the certifying officer, whose conditions remain in force in full. The commission is satisfied that the matters raised are managed within the certification. The matter is closed.

Materially founded. Believed, in writing, by people entitled to act. And the calendar unmoved: the nine days were paid back out of the proving runs — the one currency on that calendar standing between the paper and the people the page and a half was for.

What it cost

A second sheet, dated the same day, brought matters ancillary to the programme within the classification; representations touching such matters would in future be received only from persons holding a named-party clearance, through cleared counsel. The route was not abolished — nothing so crude. The door the fast drafting had left open was closed at leisure, correctly, having been shown where it was by the person who walked through it.

That Friday the month’s rota reissued one line shorter, and a badge that had opened the administrative wing gave a flat tone against the reader.

The next sheet

The same evening, on a fresh page, a heading in her own hand, dated: 4471-R-1 — what it could not say. The records were sealed. Nobody had sealed her memory of writing them.
