1 · SUMMARY OF EVENT
During a sustained multi-front engagement with the classified active threat designated Hostile — the sole contacted species returning a profile-match-known confidence of 0% and answering no hail on any channel — ISCA fleet elements were committed beyond recoverable margin. The line, by the assessment of every officer on station, could not be held alone. ISV Resolute II was among the vessels engaged.
At the point of breaking, an unidentified fleet arrived unannounced from outside the engagement envelope. It was not hailed in, was not expected, and matched no signature on file. It placed itself between the Hostile and the ISCA line, drove the Hostile off across every front on which it had been pressing, and then withdrew. It transmitted nothing. It answered nothing. At no point before, during, or after the engagement did it communicate with ISCA in any form this Authority can identify. The intervenors are referred to throughout this report as the intervenors; no further designation is warranted by the evidence.
2 · TIMELINE

3 · THE UNIDENTIFIED FLEET
The intervenors arrived in coordinated formation, manoeuvred with evident familiarity across the same volume the Hostile contested, and disengaged on their own initiative once the Hostile had been driven off. They demonstrated capability ISCA does not at present possess. Their vessels match no catalogued profile. Their point of origin is UNDETERMINED. Their intent is UNDETERMINED.
Repeated hails from ISV Resolute II — open frequency, mathematical contact sequence, distress acknowledgement — produced no response of any kind. Whether this silence was a refusal, an inability, or a choice, the record cannot say. The Authority notes only the following, and offers no interpretation of it: they came when the line was breaking, they did the one thing that mattered, and they left.
4 · OUTCOME
DISPOSITION OF FORCES · POST-EVENT
Hostile driven from all contested fronts; no longer present in the engagement volume. ISCA line held by third-party action. ISV Resolute II and surviving fleet elements recovered. The crisis ISCA could not resolve by its own strength was resolved by a fleet ISCA cannot name. The Authority did not win this engagement, and did not lose it. The Authority was spared.
The intervention is logged as a contact event of the first category. No exchange of identification, terms, or communication of any kind was recorded. The vessel of record, ISV Resolute II, was on the final watch of her commanding officer at the time of the event.

The Authority does not yet understand what it has met. It declines to pretend otherwise.
