When the cold war went hot in our own region, the lanes filled with hulls that did not answer to one another — Centre, Frontier, and the tangle between — and the first deaths came not from the enemy but from the confusion. This instrument was enacted to end the confusion. It is also the most dangerous piece of paper in the theatre, and the Directorate records that it knows so.
The instrument
Under the theatre emergency, the parties grant to a single Emergency Theatre Routing Authority — the Warrant — the power to direct the movement of all vessels operating in the theatre, across bloc, for the duration of the emergency and no longer.

The Warrant moves ships. It does not own them, fight them, or charter them. It is a traffic authority for a battlefield — and the reason it is feared is not what it may do but how few hands now hold it.
Constraints (as enacted)
- Routing only. The Authority may say where a hull goes and in what order — never whether it fires, what it claims, or whom it answers to in command.
- Sunset. The Warrant lapses automatically at the close of the declared emergency. It does not renew by silence.
- Single point. The Authority is exercised through one coordinating office. (This is the instrument’s efficiency and its danger, and the dissent below concerns precisely this.)
- Revocation. Any convening party may move to revoke; revocation is heard, not vetoed.
Dissent (appended at the insistence of the executive officer of the line)
Logged, for the record, against enactment as written: a routing authority concentrated in one office is a routing authority that can be captured by one office. We are granting, under the pressure of a bad week, a lever that will outlast the week and answer to whoever is holding it when the emergency conveniently fails to end. I am not refusing the Warrant. I am refusing to pretend it is only a traffic measure. — entered to the standing record; immutable.
Disposition
Enacted, constrained, and sunset. The Warrant held the theatre together through the worst of it. Whether the constraints held as well as the Warrant did is the question The War at the Door is about — and the dissent above is filed alongside this instrument so that, whatever happens, no one can say it was granted without anyone naming the cost.
