The constitutional principle is one sentence long: the Assembly’s constituencies are the station’s independently sealable environmental volumes. You vote with the people you would be sealed in with.

Ninety-one per cent of certified capacity, and the shape of the station’s whole housing politics in one column: every over-crowded sector was built before the Ring Six disaster; the two newest rings, built two-path from the drawing after it, are the under-filled ones. The voids have a seat because they have a seal — reclamation, in the service levels, where the poorest people on the station work. Nobody designed that either, and it is the best illustration of the principle on the roster.
The seats
Twenty-three residency seats, one per sector. Six seats reserved to the founding signatory parties under the Transitional Compact Addendum — six sitting of nine, because two parties entered reservations and would not legitimise a transition they consider premature by taking a chair in it, and the third has no nationals resident on the station and said so plainly, which was the only unembarrassed answer any of the nine gave. Twenty-nine seats. Nothing carries under fifteen. The three empty chairs stand in every chamber scene the station has.
