This assessment supersedes the 2218 standing assessment, which this desk now records as materially wrong on capability. The error was not one of fact available at the time. It was one of disposition. We assessed a movement we had decided not to take seriously, and we found exactly what we expected to find.

The desk states plainly what it failed to state in 2218: we mistook a creed of patience for an absence of capability. The Anchorage was building the entire time we were shelving it.
What This Desk Still Assesses — and Where It Is Blind
One finding from 2218 survives, and the desk holds it with high confidence:
The Anchorage does not harm persons. Its doctrine targets the network as an object — hulls, arrays, junctions, hardware. Sabotage and disruption are within its repertoire. Harm to a human being is not.
This is recorded, correctly, as low intent to kill. The desk wishes to flag — and then, characteristically, does not act on — the gap in that sentence:
A doctrine that targets hardware aboard a crewed vessel has not promised anyone’s safety. It has only promised not to aim at them. A sheared collar does not read the manifesto. The distinction between attacking the ship and attacking the people on it exists in the Anchorage’s conscience and nowhere in the physics.
The desk notes this. The desk does not resolve it. The reader of a later year may decide which of those two sentences was the failure.
Disposition
Raise monitoring. Brief the crewed-vessel programs, including the deep-explorer line, for awareness. No operational action recommended at this time; the threshold for action — a confirmed plan against a specific hull — has not been met, and this desk does not act below its thresholds.
The movement is assessed to have placed sympathisers within crewed programs. None identified. We believe it is true and we cannot prove it, and so it becomes a sentence in a report, and the report becomes a routing slip, and the routing slip becomes the thing we did instead of the thing we should have done.
