Notice of Intent

The objection with photometry attached arrived at 08:40, and Pilar Ibarra dealt with it first, because evidence outranked everything else in the queue and there was so little of it, ever, in the folder marked OBJECTIONS.

Señor Garrido of Ovalle had built his own meridian instrument, which the file photographs showed to be a beautiful thing of milled aluminium in a backyard dome, and he had measured the star for eleven years, and his eleven years of measurements were attached, and they were good. That was the sad part. His reduction was honest, his error bars were honest, and his own data showed the decline he was writing to dispute — shallower than the Commission’s curve by a whisker, but there, year over year, patient as rust. He had done everything right except read his own last page.

Pilar wrote him two paragraphs. The first thanked him for the submission and meant it; instruments like his were how the Commission caught its own mistakes, and she said so. The second walked him through the comparison, his curve laid over the office’s, the two of them agreeing within tolerance, and invited him to continue observing through the closure of the notice period and beyond it, because the catalogue accepted data on conceded objects and always would. She read it twice for anything that could be mistaken for either triumph or pity, found a little of the second in one clause, cut the clause, and sent it.

That was the objections folder. Day eighty-two of the ninety. One entry.

The other folder held forty-one items and was labelled, in the office system, CORRESPONDENCE — GENERAL, and in the office itself, by everyone who had ever worked the desk, the other mail.

“Three more overnight,” Matías said, bringing them across unasked. He was twenty-four and good with the pipeline work and had the seat by the window because Pilar had given it to him, having sat there herself long enough to know the view was wasted on her. “One’s from a school again. Coquimbo. They’ve done drawings.”

“Log them.”

“There’s no field for drawings.”

“There’s a field for enclosures.”

The enclosures went to archive with everything else. Nothing the office received was ever thrown away, so a crayon star with nine points, logged this morning against S-1104, would outlast the school, the crayon, and the child.

Matías went back to his side and logged them. He handled the other mail the way a young man handles a relative’s photograph albums, carefully and at arm’s length and with an occasional line read aloud in a voice that had not decided whether to find it funny — she says her grandfather set his watch by it, you can’t set a watch by a star, not that star — and Pilar let him, mostly, because she had been twenty-four at this desk once, and because the rule she had been given she had already given him. Every one gets read to the end. Every one gets an answer. Nothing goes out in anger and nothing goes out blank.

The pending file sat in its tray at her right elbow, where it had sat for eighty-two days, in a red folder that no regulation required — the system had fields for everything; folders were sentiment — with the designation along the tab in her own printing: S-1104, southern sheet. Concession pending.

Under the designation, because the notice period had put the matter into the valley’s mouths and the valley did not use designations, someone at the depot had pencilled the other name, and Pilar had not rubbed it out.

La Yunta.

The yoke. Two oxen, up the winter sky over the cordillera, pulling nothing across the dark for as long as anyone had farmed under them. It had been a naked-eye double once, the only one most people ever learned — the near ox and the far ox, one gold, one white, close enough to share a name, far enough that children were taught to find the gap between them as proof their eyes were good. The far ox had gone in ‘81. Conceded on schedule, bulletin issued, catalogue annotated, and for fifteen years the valley had gone on saying la Yunta about a single star, the way a family goes on saying the twins’ room long after there is one bed in it.

Now the near ox was at threshold. The concession standard was the naked-eye floor — what an unaided eye, anywhere on Earth, under the best sky available, could still honestly be asked to swear to — and the near ox had fallen through it: two instruments, five revisions, the decline sustained and accelerating. In eight days, barring evidence, Pilar would sign the concession, and the yoke would come out of the working sky, into the deep sheet, where nothing was ever lost and nothing, in the ordinary run of things, came back.

Her sister rang mid-morning about their mother’s roof, which was a February conversation happening in July because the quote had finally come and was a scandal. Pilar agreed the quote was a scandal, agreed someone should go up and look, agreed it should not be their mother, declined to agree it should be her on the grounds of a documented fear of ladders, and gave the roofer’s cousin’s name from memory because she had known this call was coming for a month. The universe was going out at the faint end of every sheet in the building, and the roof needed doing before the rains. Both of these were in her diary. Only one of them had a form.

The Abarca letter came in the second week of the notice period, and by day eighty-two Pilar knew it without taking it out, and took it out anyway, most days, once.

It was one page, handwritten, from Paihuano, up the valley, where the vineyards gave out into goats and starlight. It was not an objection. He said so in the first line, the way the old men of the valley said things, straight as a furrow:

I am not writing to argue. I understand the star is going and that you people would not say so if it were not so. My wife and I were married under the Yunta in the festival of 2241, when it was both oxen, and she liked to say the far one left first because the far one was mine and I was always ahead of her on the hill. That was not true but she said it every festival. She died in March. Her dates are on the stone already. What I ask is the date you retire the star, when you have it, so I can have it cut under her dates. The stonemason says there is room. They should be kept together, the two of them. I would not like for one to be lost and the other kept and nobody able to say afterwards when it was that both were gone.

There was a form for this. That was the terrible efficiency of the office: there was a form for nearly everything, RS-7, acknowledgement of correspondence concerning objects under notice, a decent form as forms went, which thanked and regretted and referred the writer to the public bulletin in which all concession dates were published in due course. Forty times this period Pilar had sent RS-7 or its cousins, each with a sentence or two of her own at the top because of the rule, and forty times the form had been the right thing, because most of the other mail was grief looking for an address, and what it needed was to have arrived somewhere, and been read to the end, and answered by a person.

The Abarca letter she had not answered. It had been read to the end more times than the rule required. It sat in the red folder with the photometry and the school drawings, out of place among the evidence, except that it was the only thing in the folder that asked the office for exactly what the office actually had. Not mercy. Not reversal. A date, correctly established, cut in stone next to a woman’s dates, so the record of the sky and the record of a marriage could stand together in a hillside cemetery in Paihuano for as long as the stone lasted.

The old man had mistaken the Commission for something that deserved the request. That was the part Pilar could not put down. Reading after reading, the same sentence caught her — nobody able to say afterwards when it was that both were gone — because it was the office’s own sentence — the whole charter of the desk, in the hand of a man from up the valley.

“You could just send him the seven,” Matías said, from the window seat, on the one occasion she had shown him. It was not unkind. It was procedural.

“I could.”

“The date goes in the bulletin anyway. He’d have it inside the month.”

“He would,” Pilar said, and put the letter back in the red folder, and that was the end of the discussion, because the discussion was not the point. Matías went back to the window.

What she did not say, because he would learn it at this desk or nowhere: the ‘81 concession had gone out in the bulletin too. A line among lines. The far ox of the Yunta left the working sky between a lithium anomaly and a routine reclassification. No one stood up anywhere. The valley found out the way you find out about the death of someone distant — secondhand, already old news, the wake already missed. Her predecessor signed that one, correctly, on the evidence, on the day, and told Pilar once, in the handover year, that the only thing she would change was this: somebody up that valley should have heard it from us first.

Dinner at her mother’s was Thursday, immovable, soup in winter, the roof not mentioned by unspoken armistice. Her mother was sixty-three and sharp about everything except the volume of the feed, which was set for a woman twice her age, so that the news shouted at them companionably from the other room throughout.

“They had one of yours on at midday,” her mother said. “The star. A man explained it with his hands.” She did a small impression, two fists drawing slowly apart, which was, Pilar had to concede, not a bad summary of a widening magnitude gap. “They interviewed the mayor of Paihuano. He wants a monument.”

“He wants a carpark,” Pilar said. “The monument comes with a carpark.”

“Everything comes with a carpark now.” Her mother turned her soup a while. “I was fourteen,” she said, in the different voice, the one that came out perhaps twice a year, “when they announced the sky. You know this. Three weeks it was on every feed in the world, and your grandfather sat in front of it every night with his arms folded, furious, as if it had been done to him personally, and then it was — I don’t know what it was. Furniture. It became furniture. That is the thing nobody tells you about the end of the world, Pilarcita. You get used to it in three weeks, and then it takes the rest of your life to understand you never got used to it at all. You just put it somewhere.” She reached for the bread. “Fix the roof before the rains. I know Rosa rang you.”

Walking home, the long way, past the depot with its pencil-marked collection board, Pilar drafted replies to Paihuano in her head and threw them away one after another, the way she had for weeks. Everything official was too small and everything unofficial was too much. Dear Señor Abarca, the Commission is pleased— the Commission was not pleased; nothing about it pleased anybody. Dear Señor Abarca, I was moved by— he had not written to move her. He had written for a date, the one commodity the desk actually stocked, and the drafting problem, it turned out, somewhere past the closed pharmacy and the dog that accompanied her unrequested for two blocks, was not the wording at all. It was that the date did not exist yet, and the man who needed it was old, and the period had eight days to run, and she wanted, with an unprofessional heat that had no field anywhere in the system, for nothing to interrupt it — no late anomaly, no procedural hold, no reversal-shy director asking for a sixth revision — so that the star could be dead on schedule and the stone could be cut while the man who ordered it could still climb to the cemetery.

Pilar was aware of what that wish was, held against the whole shape of her work. She held it anyway. It fit where her mother had said things fit. You put it somewhere.

The period closed on a Tuesday at noon with the objections folder holding one entry, answered, and the evidence unmoved. Nothing had interrupted. The relief was out of all proportion, and she put it somewhere.

There was no ceremony, which Pilar thought every concession day and had thought for fourteen years. There was a checklist. Final revision pulled and initialled; both instrument records certified current; the reversal protocols — hers now, drafted after the one concession the Commission had ever taken back, the reason it had never had to take back another — walked through line by line with Matías reading the confirmations across the desk in his pipeline voice, steady, no younger now than the work required. The catalogue entry came up on her screen with its two centuries of measurements hung beneath it like a plumb line, from the first Antofagasta survey down through the long decline, to the last certified points below the floor — a star the instruments would go on following for lifetimes yet, and no eye would ever find again.

S-1104. First light in the record, 2094. Conceded, this day’s date, 2296.

The system wanted her signature in one field and offered, in another, the standard annotation. She typed instead the annotation the style guide permitted and nobody used, the long form, because the catalogue never deleted and never forgot, and if the entry was going to stand forever in the part of the sheet that gave nothing back, it could stand there properly: Conceded below visibility floor, sustained, all instruments concurring. Historically the brighter component of the naked-eye pair known regionally as la Yunta; companion conceded 2281. With this entry the pair is closed.

Pilar read it twice. She signed.

The bulletin went out at 14:00 with the concession as its fourth item, between a survey-variance report and a notice about instrument time.

In the afternoon post there was a package from Ovalle: Garrido’s eleven years of photometry, resubmitted, formatted this time to the conceded-objects standard, with a note that he would continue to observe the position as invited, while the instrument and he held out. Pilar logged it against the entry. The catalogue accepted data on conceded objects. She had told him so herself.

Then Pilar took a sheet of the office’s paper, which was good paper, because some things about the Commission were old and this was one, and wrote to Paihuano by hand. It was six lines. It gave the date, written out in full, day and month and year, and stated that the date was final and would not be revised, and that he could rely on it, and that the stonemason could. It said that the office had annotated the catalogue so that the two oxen were recorded together, and that the record was permanent, and she copied the annotation out for him at the bottom, in her own writing, so that what would stand in the catalogue and what would stand on the stone above his wife would be the same words in two places. She did not write anything about his wife, because he had not asked her to.

Pilar posted it on the way home, at the box on the corner, rather than leaving it for the franking machine. It would reach Paihuano on the Thursday bus with the newspapers and the pharmacy orders. The date would be up the hill by Sunday, and in the stone before the rains — before the roof, she thought, and made a note to ring Rosa, and did not make the obvious joke to herself about which of the two would be seen to first, because some evenings you let the jokes lie.

The night came down clear, which the valley still said the way it had always said it, as if it were a favour. Outside her gate Pilar stopped, tipped her head back, and found the place from habit — west of the cordillera’s shoulder, up the winter sky, where the gap between two stars had once been the test of a child’s eyes. Her eyes had been good, at seven. They had been the best in her class. Tonight there was nothing there an unaided eye could swear to — and one star still, easily, for the instruments, which would follow it down for lifetimes yet — and after today it was, in the only record that would outlast every stone in the Paihuano cemetery, no working stars at all: a designation, two centuries of honest numbers, and a closed pair.

Overhead the rest of the field burned on in its thousands, still enormous, still the great southern extravagance, every point of it on a sheet somewhere in her building, every sheet with a floor. Pilar looked for a while, the way she had looked all her life, first as a girl proving her eyes and now as the woman who kept the accounts of it, and then went in, because it was cold, and Thursday was soup, and the mail would come again in the morning, and every one would be read to the end.
