This is the middle book, and I wrote it as a procedure-versus-people story: the Survey wants a result nobody can shout down, and the people who stayed behind under a failing sun don't have time for the Survey to be sure.
Rook comes back aboard in Survey grey, the first of his people to hold an Earth commission, and that thread is the one I'd most like to talk about.
